Effects Of Dried Apricots?
livable or sustainable development?
Why, when you were the first to announce your candidacy, not having chosen the theme of "sustainable development" for your campaign?
Jean-Marie Virot:
Because the term "sustainable development" is an intellectual fraud which it seems urgent to get out. A 10 year old child will quickly realize that our little planet Earth, with limited resources, we can not do 6 billion people living today, tomorrow 9 billion, making believe that we can waste sustainably. Growth of 2% per year doubled the consumption of resources in 35 years. Naturally, we can not take this speech to people who, here and around the world live below the poverty line. They have the right to development, but this development can be designed on the model we have today.
Is that a reason for having abandoned this theme and the outgoing mayor? For if we judge by the latest edition of the Elan, he had no such scruples?
V JM: We do not abandon him about, because for the reasons I have outlined, we are working on the concept of "livable development", not "sustainable", which is based more on respect for our planet. What counts for us is not the term used, but concrete actions that we do, what we do and how they are received - or lived - by the Avon.
I sat on the City Council of Avon over the last seven years, and on this point, I noticed that the outgoing mayor, there are still a few months, especially during the fiscal policy debate, did not understand all aspects of "sustainable development" was defined as there are now over 15 years, drew no conclusions or not.
Examples?
JM V: During these seven years on City Council, as head of an opposition that we wanted constructive, we have always offered to guide us towards livable development. For example:
• The Youth Club, we met the architect and engineering services in 2003 to their offering energy saving solutions and water. Refused by the city: too expensive and too innovative! • The Canteen
Avon Centre: 2006 proposal for a solar water heater. Mayor's response: "Too expensive and not enough sun in Avon."
• Street lighting: I met with the private consulting firm Project City, asking him to turn off a light fixture on 3 rue du Monceau spent 23 h. I was told that was impossible!
is why we must act with a fresh eye and change the routine.
How does your program respond better to "developing liveable?
V JM: First, we are committed to establish an "Agenda 21 recognized."
This is an action program for the 21st century facing another type of development. It was adopted by the signatories of the Declaration Rio de Janeiro in June 1992, including France. Its main objectives are the fight against poverty and social exclusion. It will also promote the production of goods and services compatible with the protection of the environment and our society.
It was 150 to 200 pages on which we work for 18 months. It will be the result of extensive consultation that we will organize with the people of Avon and aim to be "recognized" by the Ministry of Environment. Skip to the active realization of this project will require an additional 18 months. It is a very reasonable time to the views of the importance of construction and seriousness of our commitment. This is also the time it took the General Council of Seine et Marne to develop "Agenda 21 of the department, which has just been recognized by the department.
Upon our election, and without waiting for this document, we will reorient in a more economical for the taxpayer and also consume less energy, some expenditure in the 2008 budget, for example those concerning the replacement of street lights. We will also make ethical purchasing and living the local shops. Our development criteria
livable impose new standards of economy Heating future housing.
Our future is neither hell nor disastrous, but instead, full of hope and within our reach.
But the mayor, in most of his speeches, and even in his latest editorial in the Elan, refers to the "Agenda 21" that Mr. Dubrule himself and handed to President Chirac November 3, 1998. So there already!
V JM: Let me laugh. This document has served to make a photo with the President of the Republic. There was never any hint of application. Besides, as I have often denounced in the City Council, it is completely hollow. It contains only three pages constituting no more than a summary of Agenda 21 that have been developed, as I have often claimed.
Maybe it's because he failed to get elected general counsel in 2001 on the slogan "Land of Fontainebleau?
JM V: As has been said during the ceremony vows demagogically also transformed into launch campaign for municipal elections by the member, design of Fontainebleau in Urban Community of over 50,000 inhabitants is not ours. We would prefer a federation of local communities who want to work together without domination and human scale.
Is it true that the fiscal policy debate has been structured around the "sustainable development" as it is written in the Elan No. 53?
JM V: Let the timeline.
late August or early September, while the law prohibits the six months before the election, he published an account mandate in No. 51 of the Elan. Not a line on the subject at hand.
A month later, thanks to the "Grenelle of the environment", this theme holds all publications.
The outgoing mayor believes hold the answer: the "fiscal policy debate." He then compile all actions, including some, such as sorting, date from the previous term of office and did, in fact, that meet legal requirements.
comes the debate in the municipal council. My group and I are trying to infuse a little spirit of the "Grenelle of the environment." The mayor admits this sporting in its editorial. But his sportsmanship will not play up what we said. Then he catches his
missed the No. 51 by an account of the mandate on this subject in No. 53. Did it feel light on the issue to voters, since he took the risk to put themselves in breach of the law, which prohibits this kind of complacency paid by the local (municipal staff and printing) within six months before the election!
In short, he began illegally!
V JM: It should also to note that if the English term development "sustainable" was potentially carries a moral dimension, the term "sustainable" is contrary to him, totally unprepared. Which suits the mayor of the City Council during the July 3, 2007 stated bluntly: "Morality is a word I do not know. "
There are many other words he does not know: for example: transparency, dialogue, speak the truth, even if he uses indiscriminately. We have dozens of examples in memory.
In conclusion?
JM V: A true policy of "developing liveable" imposes a broad dialogue and that's what we do. Mr. Le Poulain refers to Claude Allegre, himself a highly disputed by scientists on the issue of global warming. We prefer the Nobel Peace Prize (IPCC, the Intergovernmental Panel on Climate Change).

Near You wants to make education and culture priorities, a means of building solidarity based on House in the Valley, the area of Bel Ebat and homes near Avon solidarity among all ages and from all quarters, between educational institution and municipalité.Tout this without increasing the tax burden. Our proposals
Near You agrees that the Commune - as far as it relates to the home-helps all children to kindergarten at the age of 2 years and a half for parents who wish, in consultation with carers and the IMP.

Do Prices Drop After Christmas
My remarks will be brief and will include two parts: one on the budget section, and the so-called sustainable development.
On the budget section itself, there is not much to say as the document is correct, but hollow, and provides only information DEXIA, or look in the mirror, instead of providing guidance for the future as its name indicates. The tone of the document rather than a will, destined successor.
Just as we will report the investment, an average of € 1,238,333 for the 6-year term of office of the normal rise sharply to € 4,280,983 in the year of repetition of the curriculum or 3.5 times more. Nobody is fooled. Fortunately you have this year repechage to take some of your promises.
On the Development section supposedly sustainable, it is clear that you do not believe yourself to what is written, and I thank you for calling me for my opinion. Well now, I'll give it to you. Too bad you waited 13 years to seek advice from Avon in your campaign pamphlet. One would think that after 2 terms, you would have had time to take the pulse of have, without asking their opinion for a 3 rd mandate. I think they will soon make you understand.
I will issue a good point nonetheless, lighting the street from the High Bercel, where you finally listened to our advice. If you had listened for 13 years, you would have avoided many mistakes, instead of suddenly discovering the consultation, after 13 years in office.
In the brief you have written, we will meet quite a few inaccuracies as a result of studies to raise achievement. That's fair, and again no one is fooled. Similarly there is no reflection on the overall topic. It is true that you learn, because Just a year ago, November 21, 2006, at the DOB, you said that you were asking for the proposed future water treatment plant, and no capital expenditure had yet been made for economies of energy.
Since you ask our opinion, we tell you straight out: Sustainable Development and the QEH have become old-fashioned and obsolete. The QEH is a label that non-normative, has been replaced by the standard BBC Low Consumption Building. When Sustainable Development in which you do not believe you, is a concept that spreads the idea that it would pollute a little less, pollute longer. This does not call into question the logic that led to the current situation.
should say in your defense, that the translation of the word "sustainable" in sustainable, does not involve the concept of "morality" implied in the word. The French word is totally devoid
This word seems to ignore the latest development Grenelle, the problem of global warming that the IPCC experts have told us this weekend that was irreversible by lack of political will. It implies a growth known in essence it is impossible in the long term, measured by GDP, then we can decrease pollution and consumption, which we believe is that they are indispensable, so that 'they just alienate us.
Due to time constraints, I invite you to read the 27 UN principles for this development: I did briefly quote a few:
Principle 3: law generation future
Principle 7: Restore health and ecosystem integrity
Principle 8: appropriate demographic policies
Principle 10: Treat at the appropriate level (local mean)
Principle 15 precautionary principle
Principle 16: polluter pays
Principle 20: Women have a vital role
Principle 21: Young people also
Principle 24: War is inherently destructive
I conclude my remarks by thanking you all for listening, and wishing all a civilization sharing, usability, and why not the love. Jean-Marie VIROT

Chorizo Appetizer Chorizo Appetizer?
The sudden strictness Mayor's parking lot after 13 years of complacency, let them have at the least confused. Yet this is only the fruit of hesitation waltz on the blue areas or not, and the result of carelessness in the management of public spaces. It was very easy, after shouting "Stop the Concrete" for concrete collective shred available. But the time of fat cows which were harvested, among others, the housing tax is spent. Now you have to pay utilities become undersized: car parks, the sewage treatment plant (the Prefect put us in default, under penalty financial, to stop pollution), public transportation, school facilities, etc. . when the purchasing power of French is declining. All this is only the result of a headlong rush that must be put end.
Under pressure from the global oil market and a certain awareness of the dangers, the Grenelle Environment directs France to research and implement actions which contribute to the harmonious development of our society more efficient for our finances and our well-being, of course, but also for the planet!
That is why the team "Near You", extended and open, has chosen the slogan: "Avon, city eco-citizen" and decided to prepare and put in place for years come, a coherent program and thought, from an "Agenda 21 recognized." We will engage in collective thinking to define actions to consolidate the economic development of our city, including ensuring real quality of life for all while preserving our environment. This is a challenging goal for our community to be mobilized, bringing their own stone to the edifice. There is much to do but it is the future of our children and grandchildren that is just as much as the interest of citizens today.
* Agenda 21 recognized: it is an action program for 21 th century, made at the Earth Conference in Rio in 1992. Recognized is a label awarded by the French government, to avoid artificial Agenda 21 which serve only to make pictures with Pdt of the Republic.
IMPORTANT: All EU citizens (EU) have the right (duty?) To vote in municipal elections. Just go sign up early at the town hall.
